Trellice and FCC Partners Form Strategic Partnership to Build U.S.-Taiwan Semiconductor Workforce and Ecosystem Corridors
Collaboration will connect semiconductor industry demand, universities, workforce institutions, technology partners and talent across the United States and Taiwan, with a broader pathway into key Asian semiconductor and technology ecosystems.
NEW JERSEY / TAIPEI, TAIWAN - OCTOBER 15TH, 2026 - Trellice LLC, a semiconductor workforce and ecosystem company, today announced a strategic partnership with Taiwan-based FCC Partners, led by Chairman C.Y. Huang, to develop cross-border semiconductor workforce and ecosystem initiatives connecting the United States and Taiwan, with a broader pathway into key semiconductor and technology ecosystems across Asia.
The partnership brings together Trellice's semiconductor workforce architecture, technology platform and growing U.S. institutional ecosystem with FCC Partners' cross-border experience and relationships across Taiwan, Greater China, Southeast Asia and Northeast Asia.
Taiwan will serve as a strategic anchor for the collaboration, while the partnership is designed to support a broader U.S.–Asia ecosystem over time - connecting semiconductor industry, academic institutions, workforce capabilities and talent across markets where both organizations have relevant relationships and operating experience.
The collaboration will focus on building structured connections among semiconductor employers, universities, community colleges, workforce organizations and technology partners, with the goal of translating industry requirements into scalable workforce capabilities.
“Semiconductor investment is becoming increasingly global, but workforce development remains fragmented. Companies, universities, community colleges and workforce organizations are all investing in talent, but those efforts are often developed independently. Our partnership with CY and FCC Partners is about connecting those pieces and creating an execution model that starts with what the semiconductor industry actually needs.”
Sandeep Chandesh, Founder & CEO, Trellice
From Industry Demand to Demonstrated Capability
Through Trellice Academy, the collaboration will explore workforce pathways spanning the semiconductor value chain, including IC design and verification, wafer fabrication, equipment, process integration, testing, advanced packaging, quality and reliability, and related technical occupations.
Trellice's approach begins with employer demand rather than a predetermined training catalog. The model identifies priority occupations and required competencies, assesses what universities and workforce institutions already provide, and then addresses identified gaps through curriculum, EDA environments, simulation, industry projects, faculty enablement and work-based learning.
The objective is not to replace or community colleges, but to help connect their educational capabilities more directly with semiconductor industry requirements.
Building a U.S.-Taiwan Bridge with Broader Asian Reach
Taiwan will serve as the initial Asian anchor for the Trellice-FCC collaboration, reflecting the depth of its semiconductor industry, academic institutions and technology ecosystem. From that foundation, the partnership is intended to create connections into other Asian markets where semiconductor investment, supply chains and workforce requirements are developing.
FCC Partners is headquartered in Taipei and serves clients across Greater China, Southeast Asia and Northeast Asia. Its semiconductor activities have included a 2024 memorandum of understanding with FPT Corporation to establish the Vietnam Semiconductor Industry Development Investment Fund, as well as a tripartite talent partnership with FPT and Chung Yuan Christian University focused on semiconductor training, research and exchanges.
For Trellice, this creates an opportunity to build a broader workforce corridor connecting U.S. semiconductor regions with Taiwan's mature semiconductor ecosystem and, over time, additional capabilities across Asia.
C.Y. Huang brings more than four decades of experience across investment banking, venture capital, technology and cross-border ecosystem development.
Huang also serves as Executive Advisor — Asia to Trellice, advising the Founder and leadership team on the company's Asia strategy, U.S.–Asia semiconductor partnerships and cross-border ecosystem development.
As Chairman of the GeoAsia Foundation, Huang has supported U.S.-Taiwan technology and academic collaboration, including a tri-party initiative involving Georgia Tech and Tunghai University and broader cross-Pacific engagement among academic, research and technology organizations.
Huang also serves as Vice Chairman of the K.T. Li Foundation, an organization dedicated to advancing Taiwan's science, technology and industrial development and carrying forward the legacy of K.T. Li, one of the key architects of Taiwan's technology industry. In addition to his instrumental role in establishing Hsinchu Science Park, Li was a key driving force behind the founding of TSMC, playing a central role in securing the initial funding and support that enabled the company to be established.
In 2023, Huang participated in the inaugural K.T. Li Award ceremony, where the award was presented to TSMC founder Morris Chang, reflecting Huang's longstanding engagement within Taiwan's broader technology ecosystem.
“Taiwan's semiconductor ecosystem was built over decades through the connection of government, industry, academia and capital. What we are building with Trellice applies that same principle to the U.S.-Taiwan corridor - connecting workforce, knowledge and execution capability across borders at a time when the semiconductor industry needs it most.”
C.Y. Huang, Chairman, FCC Partners
Building Corridors, Not Parallel Programs
Trellice and FCC Partners intend to initially focus on major U.S. semiconductor regions where new manufacturing, design, advanced packaging and supply-chain investment is creating workforce requirements.
Rather than building parallel educational infrastructure, the model is designed to complement existing universities, community colleges and workforce programs by connecting them with semiconductor-specific expertise, technology environments, industry requirements and international capabilities.
“We are not trying to create another isolated semiconductor training program. The opportunity is to connect the capabilities that already exist and fill the gaps that prevent them from operating as an integrated workforce ecosystem.”
